Citizens for Responsibility and Ethics in Washington went medieval on KY’s 5th District Rep. Hal Rogers this morning, releasing a 27-page report (PDF) on the epic web of pork, federal spending and organizations that Hal Rogers has built over the last two decades.

Another nonprofit, the Kentucky Highlands Investment Corp., has ties to nearly all the other Rogers’ related groups. Founded in 1968 and backed by tens of millions in federal funds over the last several decades, KHIC now owns more than a dozen for-profit companies and a real-estate firm. While it claims many successes, KHIC has also had some notable failures. For instance, one KHIC-backed firm, Mid-South Electronics, won a $15 million contract in 2005 thanks to Rogers but later moved most of its operations to Mexico.

Jerry Rickett, president and CEO of KHIC, has held other positions at Rogers-tied nonprofit groups, and other KHIC official, Ray Moncrief, has given $16,000 to Rogers’ reelection campaigns, according to Federal Election Commission records.

In one previously undisclosed incident, Rogers directly intervened in helping boost a Small Business Administration disaster loan for a marina owner who is also a donor to Rogers’ congressional campaign, according to documents obtained by CREW.

Hamilton’s company, Lee Ford’s Resort Marina, in Rogers’ district, received a $1.5 million loan from SBA after the Army Corps of Engineers lowered the water level on Lake Cumberland in 2007 in order to help save a failing dam. Hamilton has complained the lower water level hurts his business.

With Rogers’ help – including a letter to SBA last July – Hamilton was able to hold a meeting with SBA officials in Rogers’ office last year. SBA then gave an additional $2.5 million loan to Hamilton’s company, and redesignated the firm as a “major employer” in the region.

But we must remember that Hal Rogers is a changed Ham, and is no longer going to do this stuff anymore….

Halimah Abdullah in this morning’s Herald profiles the new and impr… well, House Appropriations Chieftain Hal Rogers:

Widely known for steering federal dollars to projects in his district, the Somerset Republican and House Appropriations Committee chairman is now helping lead GOP efforts to trim fat from the federal budget.

It’s a charming transformation for a man previously known as “The Prince of Pork” and who, by his own staff’s estimation, between 1999 and 2005 alone managed to steer $2.4 Billion to his home district (after that, they lost count).

For a man who’s begged for ObamaBucks under the Stalinistic National Socialism of Maoist ObamaCare he’s simultaneously trying to destroy, and who has been attacked by his fellow conservatives at National Review (they called him “a national disgrace“) for siphoning off needed Homeland Security dollars… this change is remarkable.

Consider another Halimah Abdullah profile of Rogers, this one from 2009, which examines the crooked Congressman’s budget requests:

There are 103 requests totaling $466.6 million on Rogers’ 22-page request form, which is buried several pages deep on his Web site.

Those requests include roughly $40 million for programs that Rogers created or that are housed in Rogers’ hometown of Somerset at the Center for Rural Development, a sprawling, state-of-the-art facility known locally as the “Taj-Ma Hal.”

 And the kickbacks that come from them:

Rogers’ earmark requests include $6 million to Somerset-based Progeny Systems to develop a biometrics-based submarine access control system; $8 million to Outdoor Venture Corp., also in Somerset, for tents that can be relocated and reconstructed by two people in 20 minutes; and $16 million to the McKee-based Phoenix Products Inc. for aircraft drip pans.

Progeny employees gave more than $13,000 to Rogers through his campaign and his political action committee, HALPAC. Outdoor Venture Corp. president James Egnew and his wife, Azalie, contributed more than $20,000 to Rogers’ campaigns; Peggy and Thomas Wilson, owner and manager of Phoenix Products, have given roughly $15,000.

Rogers sees the connection as coincidental.

But that was then and this is now… that Hal Rogers is gone and as today’s profile proves, we have a new Hal Rogers:

“My district will be among the hardest hit by these cuts, but my people understand that everyone must tighten their belts during this time of crisis.”

Hitting particularly close to home, the $1.3 Billion new Hal Rogers slashed from community health centers — which included the rural health centers old Hal had (in an apparent moment of decent pork-steerage) once called “essential.”

And what do Congressman Porker’s colleagues think of the job he’s new-doing? Well, Abdullah tracked down a couple of them. Fellow Republcian Rand Paul took a quiet shot at good ol’ new Hal:

“I applaud the Republicans for moving a step further toward the needed cuts,” said Sen. Rand Paul, who voted against the stopgap measure earlier this week. “However, the proposals are simply not enough.”

And Congressman Ben Chandler really put the screws to hypocrite Hal and the GOP’s bullshit economic reforms, just absolutely laying into him:

Rogers always handles complex, difficult situations in a considerate and level-headed way, said Rep. Ben Chandler, D-Versailles.

“He has worked very hard, and I am confident he will continue to prioritize the needs of his home state in the appropriations process,” Chandler said.

Boom! Roasted!

Anyway… Hal’s a totally different dude and you should read all about it.

(And for the record, this ain’t the first time Ben’s pulled out the pom-poms for Hal Purnell)

Sure, George W. Bush had more “czars” than Barack Obama, and Hal Rogers never criticized Bush over it (or literally anything), and the word czar does not in fact mean that it is Russian or communist…

…but that’s not going to stop Hal Rogers from making an absolute fool out of himself:

Surely politics had nothing to do with a successful (and surely unconstitutional) amendment offered by Rep. Steve Scalise (R-La.) to de-fund salaries for various Obama advisers labeled “czars.”

“To the czars, I say, ‘Nyet!’ ” declared Rep. Hal Rogers (R-Ky.).

“I will leave it to the gentleman to work out his Lenin fantasy,” replied Rep. Barney Frank (D-Mass.).

Hal Rogers cutting funds from Community Health Centers he once found "essential" to his constituents

The House Appropriations Committee, chaired by Hal Rogers, announced their plan to cut $1.3 billion from community health centers yesterday.

The same community health centers that Hal Rogers once championed as being essential to the health and well being of his constituents. From Think Progress:

– U.S. Congressman Hal Rogers (KY-05) announced today that the U.S. Department of Health and Human Services (HHS) has awarded $100,000 to Grace Community Health Center….””Grace Community Health Center serves those who are most in need and will use this funding to help improve the quality of life for those with little to no access to health care. This investment in Clay and Knox counties improves the well-being and health of the local community.” [State News Service, 9/17/2010]

– U.S. Congressman Harold “Hal” Rogers (KY-05) announced today that the Department of Health and Human Services (HHS) has awarded Morehead State University (MSU) with a $235,620 Rural Health Care Grant…“This is great news for the people of Martin County,” said Rogers. “By providing new resources to focus on preventative health care, the community will now be better equipped to address the health care problems that have plagued our region for far too long.” [Press Release, 10/17/2009]

– U.S. Congressman Harold “Hal” Rogers announced today that the Department of Health and Human Services (HHS) has awarded Health Help, Inc. with a $1,433,244 Rural Health Care Grant…”This Rural Health Care Grant program ensures medical care is available to seniors, children, and low-income families,” said Rogers. “In these challenging economic times, rural health care clinics are now more than ever an essential part of the health care safety net in our region and this investment in Jackson County will aid in continuing these important services.” [Press Release, 5/18/2009]

Good to know that Hal Rogers doesn’t care about his constituents’ health anymore. That’s settled.

Sure, they’ll be sicker and poorer, but what will they gain in terms of their Liberty?

Ben Chandler:

“Congressman Rogers’ new appointment can’t be anything but good for the commonwealth — this is a great honor for both Rogers and our state,” said Chandler, D-Versailles.

“It’s been a pleasure working with Hal in the past, and I look forward to working with him closely in the next Congress,” Chandler said.

You know, he’s right. It can’t be anything but good.

Steve Beshear:

“It is great to have a Kentuckian in a position like that,” Beshear said. “Obviously it will be good for our state and I’m looking forward to working with him. I think his being chairman of the House Appropriations Committee will be great for Kentucky.”

What did he do in August of this year, 4 months before he won the House Appropriations Chairmanship on a pledge to defund health insurance reform?

He quietly begged for Red Commie Federal Notes from the new legislation for his home district, of course.

Taking their country back!

House Republicans have tapped Rep. Hal Rogers (R-Ky.) to take the chairmanship of the House Appropriations Committee, setting up an old bull appropriator with a history of earmarking to deliver on the anti-spending tea party platform that carried the GOP to victory this fall.

The House GOP Steering committee selected him for the powerful position Tuesday. The entire Republican conference is expected to confirm his bid Wednesday.

Rogers has been a member of the appropriations panel since 1983, adept at securing earmarks for his district. In his bid for the position, he promised the GOP he’d overhaul the committee, ending the earmark process. He’s vowed to strip funding for health care.

There was a 10% chance that earmarks would end before this. Now, it’s probably 2%.

The Teabaggers are taking their country back!

Selecting a chairman — a party vote is expected Tuesday — is the first step in perhaps the most audacious aspect of the plan by Representative John A. Boehner, the incoming Republican speaker, to alter the way the House works. Like Mr. Lewis, the other two leading candidates, Representatives Harold Rogers of Kentucky and Jack Kingston of Georgia, are campaigning to convince their party’s leadership that they can cast aside their own histories as earmarkers and pork-allocators and lead a shift in focus from how to spend it to how to save it.

All the candidates for chairman have more than 15 years on the committee and all have hungrily sought earmarks. According to Taxpayers for Common Sense, in the last fiscal year, Mr. Lewis won 62 earmarks worth $97.6 million, followed by Mr. Rogers with 59 costing $93.4 million, and Mr. Kingston 40 worth $66.8 million.

Tax rate hostages

So a funny thing happened this week. 168 Republicans voted to increase income taxes on every American making under $250,000 a year, including Brett Guthrie, Geoff(erson) Davis, Ed Whitfield and Hal Rogers.

They claimed that if millionaires and billionaires don’t maintain their current tax rate, they will stick with raising taxes on everyone else.

Here’s what the American people think about that:

Yeah, they seem to disagree with the Republicans for some reason. In fact Republicans (54%) don’t even agree with Republicans.

But the good news is that Mitch McConnell will go along with what the American people want, right?

And the Democrats will stand strong?

Or not.

Mayor-Elect Gray sets course for Fresh Start

It’s a quiet Saturday, the football Cats are a game away from being Bowl Eligible, Tom Eblen has a good preview of the City Council working relationship between Gray and Vice Mayor-elect Gorton, the Spend and Spend Republican Party and their insurgent Tea Party compatriots are on the verge of making Captian Pork the head of the House Appropriations Committee and Lexington’s brand-spanking new Mayor put out a letter thanking his amazing team, the voters of Lexington, and Jim Newberry for, well… you can just read it.

Dear Lexington,

What a year! It’s been a long but inspiring campaign, and I’ve had the chance to talk to thousands of you across our city. In a surprising upset (to all but the fantastic volunteers and staff on our campaign!), on Tuesday we celebrated victory. The work now begins to give Lexington the Fresh Start it deserves.

I want to thank Mayor Jim Newberry for his service to our city and for a hard-fought, competitive campaign. Henry Clay once said, “Of all human powers operating on the affairs of mankind, none is greater than that of competition.”

It is competitive elections like this one that elevate the issues, that illuminate ideas, that confirm what’s remarkable about Democracy. Even though the campaign may have been contentious at times, I have high regard for Jim Newberry, and for the many voters who supported him.

I hope they’ll continue to be active and engaged. We need them to be. We need their ideas and initiative. Now that the election is over, we must work together to make Lexington a better place.

I want to thank all our volunteers that made this campaign’s success possible. Thank you for your phone calls, emails, facebook messages, postcards and texts. For walking door to door, phone banking at headquarters, and hosting house parties.

A special thanks to the FOP, Firefighters, Community Corrections workers and Civil Service Employees for their endorsements; I am humbled and I deeply appreciate the support you have given me.

While I can’t wave a magic wand and make step changes overnight, I will listen carefully, and my vow is to work hard every day to improve our great city and stand up for all its citizens.

Moving forward, I will need your ideas and support. Stay involved and engaged and together we’ll make Lexington a better place for all our people.

Thank you for all you’ve done to make our campaign successful, and for all you do for Lexington.
