Sure, George W. Bush had more “czars” than Barack Obama, and Hal Rogers never criticized Bush over it (or literally anything), and the word czar does not in fact mean that it is Russian or communist…
…but that’s not going to stop Hal Rogers from making an absolute fool out of himself:

“I will leave it to the gentleman to work out his Lenin fantasy,” replied Rep. Barney Frank (D-Mass.).
